The privatisation was a mess, and Greyhound are crap.
However, the main link between the privatisation and subsequent illegal dumping is that the private companies will not collect without payment. DCC was losing millions every year because they had to collect the rubbish whether it was paid for or not. It could possibly be argued that this situation was allowed to develop to facilitate privatisation, but it seems logical that the people who are fly-tipping are the same people who weren’t paying their collection fees before privatisation. Personal responsibility does have a part to play.

The only difference is the form of payment with the latter being one of free choice. I’m not saying you’re wrong, I’m just saying it’s a pretty depressing thought, that as a nation, we can’t even give some people the option and we have to force payment to avoid things like dumping.

I think the point is that there is a huge group of people who cannot be relied upon to ‘do the right thing’ Thats where central or local government comes in. Thinking that privatising rubbish collection is a great idea, and then being shocked when people fly-tip is bizarre.
