Not really a grammar issue, is it? Called typos – a mistake, that’s it. Nothing to see here.
It’s not grammar but it’s not a typo either… unless you type window signs. Its a spelling error and a spell check error and it’s for a library and it’s unforgivable.
How else do you think window signs get made? Crayon?
It was typed and as you said, insuffienctly spell checked (like my spelling on the previous word) and this got printed.

Unless designers use mind control to input things into InDesign/Illustrator, then yes.
I doubt a designer was ever involved in that and I suspect the instructions were verbal.
