Chromebooks are a much better option for kids. Affordable at €250 ish, always up to date, lots of free stuff, 10 second start time, in built keyboad etc. And lat a bit longer than 18 months for iPads.
My 7yo has an iPad that he uses in school. I see it as a distraction from his basic learning. He says “space bar”, for the gap between words. I think they should be introduced when the kids are older.

At that age, kids learn through all of their senses. The feel of a pecil, the smell of a book, a paper cut as pages are turned. But more importantly than anything, a parent who is willing to read bedtime stories.
