The discovery is possible evidence of flowing water
It’s more seeping water, and I think this is now viewed as a certainty, with indications noted back to at least 2011 (possibly earlier).
With regard to landing people there, not even the rovers are allowed in areas with these signs of water, and were dropped well away from these areas, for fear of contamination.
Specifically liquid water, we’ve known there’s ice on Mars for years.
I for one am delighted that Matt Damon is up there at the moment looking out for our interests on Mars. Good man Matt, best place for ya like a good lad. Keep up the good work.
