At a guess, I’d say all the clampers get a supply of plastic wallets at the start of the day and the person divvying them up writes the name of the clamper on them – you got clamped by someone whose first or surname was ‘Hannah’.
Is it a clumsy written note from the clamper saying “Hahhah!” ? Just to add insult to the injury?

maybe don’t park where you are not supposed to or leave the car at home, some cheek giving out about people who are keeping the city free of inconsiderate car users.
Let’s not shed too many tears for the clampers they’re well compensated for being publicly vilified parasites.
Clampers are entirely necessary in town and city centres. Park properly and you won’t have to deal with them.
