They do this every so often. It is not so much to see who pays (after all, many may have multi-day passes) but to see total number of users and at each stop. They occasionally have inspectors on who will ask you your intended stop.
Officially, it should help them in planning services, timings, etc.

Dublin Bus were doing this near me lately, and a fortnight later they announced a new route. It’s to justify new routes, see how many people are using it, if it’s overcrowded etc.
In the case of the Luas though they can hardly add more trams. Probably something to do with the cross-city.
