    Lies, damn lies and statistics. There are several ways to interpret that spreadsheet. The ‘effect’ of Coveney’s appointment. Another is that homelessness peaks in winter.
    What are the annual figures for 2016 and 2015. It would make interpretation much easier.
    Does the sun affect ice cream sales, I wonder.

    Delay = Dept communications clerk using up their Flexi hours, or annual sick day allowence, or on certified sick, or annual leave, or work to rule, or on staff training or a couple of force majeurs

      That’s too ordinary an explanation. There must be more to it than that. I know one civil servant who forgot to share a website password with colleagues before he went on holidays for two weeks and it ended up being a newspaper headline about the department’s “deafening silence” on the issue and its “refusal to publish the report”. Awkward.
