“I will be introducing legislation shortly which will add a table of penalties to the 1947 health Act, which essentially will allow for more appropriate measures: for example a €20, a €50 or €100 fine.”

“We would be looking, for example, with non-compliance on face covering wearings for example of having fines – it’s what other countries do.

“The current powers in Ireland, the 1947 Act, is unwieldy in this case”.

“We will be looking at bringing in a new schedule of fines, including for other compliance measures.

Professor Philip Nolan, Chair of NPHET

Speaking on RTÉ’s Morning Ireland, Professor Philip Nolan, Chair of NPHET said limiting discretionary contacts over the winter is also necessary if we want to keep schools and workplaces open.

He was speaking after local restrictions put in place for Co Kildare in early August to combat a spike of coronavirus were lifted yesterday evening.

Prof Nolan said a national approach to limiting discretionary contacts “and not going wild and allowing the virus to transmit while we are socialising” is a better approach in the first instance than regional restrictions on movements.

Last night.

On RTÉ’s Six One, anchor Brian Dobson introduced a news item, by RTÉ’s political correspondent, saying the following:

The Ceann Comhairle has said additional measures may have to considered by the Oireachtas for deputies who abuse Dáil privilege and name individuals unfairly in the chamber. “

The news item included footage of Ms Fitzgerald interviewing the Ceann Comhairle, Seán Ó Fearghaíl and, while it didn’t broadcast the full interview, the report presented Mr Ó Fearghaíl’s responses.

Martina Fitzgerald (voiceover): “While he says it’s important that deputies raise issues of public importance under Dáil privilege, he says they may also have to have a look at new regulations for those who abuse the privilege.”

Seán Ó Fhearghaíl: “The new Committee of Procedures, I would hope, will draw up a set of measures to deal with such eventualities.”

Fitzgerald (voiceover): “And what about fining them?

Ó Fhearghaíl: “I don’t know, I don’t know. It would seem to me, to be a pretty crude instrument but it might be an effective instrument. I’m willing to consider that. If that’s proposed and agreed by the CP, I’ve no difficulty with that approach.”

Gardai only fined 112 motorists for blocking cycle lanes in the same time period as officers stopped and fined bicycle users for 244 cycling-related offences.

The details of the numbers of motorists fined was released in response to a parliamentary question by independent TD Tommy Broughan. The time period relates to July 30 to September 30 of this year, the first two months of on-the-spot fines for cycling related offences, such as cycling past a red traffic light.
