Yes, metered water charges are the norm in OZ. Most of the State Governments have privatised the water and electricity utilities, in the past 10 or so years. Surprise, surprise, bills have risen sharply.
Expect the same in Ireland.

Property-owners are responsible for water rates and can choose to either include within the rent or pass on the responsibility directly to the tenant. If the latter the Water board will need to be notified. Maybe they didn’t get the notification (at all / yet / ever) *delete as appropriate.

You’re the landlord. You live in Australia. Not the tenant’s responsibility to register for water charges. They would not have the necessary details to fill out the form. Perfectly reasonable and proper to send to Australia.
