Some gorgeous handwriting there.
The Garda do the same thing today but usually following politicians who the establishment don’t like. They do things like arrest them for traffic offenses even when innocent. They just want the headline in the paper. Dirty little teams in the cops and army going around spying on legitimate politicians.

There’s another collection of documents held in the NAI called the “Confidential print” which was prepared for the Irish Chief Secretary when answering local questions from Irish MPs in the House of Commons. This print was started in 1898 and finished in 1918, and contains information on movements of more localised agitators, be they agrarian or otherwise. It’s an intensely fascinating window into the nature of police surveillance in early twentieth century Ireland, and as such should be digitized as well.
