I can’t wait to see what effect of trams passing within inches of the Spire has. They’re excavating at the base of the spire at the moment and there doesn’t appear to be any additional reinforcement being put in place.

What David was doing was implying that the thing on the rails is actually the Luas Cross City tram, and he was pretending to be let down by how crappy it is. But in reality, David knows that the thing on the rails is merely a device that the construction staff are using while completing the track works. So he was using a form of ironic humour to make people amused and perhaps also to make laughter come out of their mouths or at least to make their lips curl into a thing called a “smile”.
Any other jokes you don’t get, just let us know and someone will explain those to you too.
