Apple are fully tax compliant (if it is the 17bn you refer to). They have paid the €17bn into an escrow fund. Apple cannot access that money.
They are appealing the tax ruling, and may get the money back.

Apple aren’t appealing anything. The government is appealing on their behalf. Sad really.
