Enquiring minds would like to know how much of the €116 million in overpayments are attributable to the clusterf*ck the DSP made in their migration of the Illness Benefit systems? Social Welfare Community Officer tells me that all the emergency payments that they issued (ensuring that no sick and disabled citizens actually starved to death waiting for the clowns implementing the changes to get their act together) are now “lost” as there’s no mechanism to recover the “overpayments” once the IB was (eventually) paid out.

The DSP publish reports on over payments (or at least used to). It’s probably 2 or 3 years since I checked and I recall posting it here as a comment years ago. The TLDR is that according to the DSP, the vast majority of over payments came down to a genuine error, either on the DSP’s side or on the individual completing a form wrong. I remember that specifically as the point I was making at the time was that according to the evidence produced by the State, the enforcement money would be better spent on reducing errors. Whether it is training of staff, simplified forms, clearer guidance, etc.
The actual number of fraud cases were in either the single figures or low double digits. And a significant proportion of those were from farmers. I’m sure that voting pool isn’t included as welfare cheats.

Therefore the actual follow up is that of course the vast majority of over payments do not trigger a prosecution because they are genuine mistakes and so therefore can’t trigger a prosecution. Mens Rea and all that.
