Looks like a heliocline, several different bodies of water are coming together close to this point – the Liffey, the Grand Canal, the Dodder and the Irish sea, all with varying levels of salinity, mineral and silt content. The waters don’t mix instantly on contact and therefore show a clear boundary between them.
I’d say what’s happening in this instance is the tide is rising, pushing back against the river. Instead of pushing the river back uniformly across its width, it’s causing the channel to narrow.

Actually, the Royal Canal merges with the Liffey just after the Sam Beckett Bridge there, that’s probably what the darker water on the RHS is.

They generally point the other way when moored there.
