Solution to homelessness is not “put them up on a bench” – so armrests in the middle of benches is irrelevant
homeless people don’t sleep on street furniture, they sleep in doorways which provides at least a modicum of shelter.
lads who get arsefaced in the middle of the day and need to crash out – well that’s a different story.

You’ll also find this feature in airport departure lounge seating, hospital waiting rooms, etc etc. If this is really an anti-homeless feature what should the council be doing as an alternative? Is it that they should provide only homeless-friendly public seating throughout the city, thus acknowledging the issue? How should it look? Perhaps each bench should have a canopy to keep off the rain, a full enclosure to provide security and warmth, including windows and doors and then some simple sanitation facilities incuding a toilet and shower. While they’re at it, a small kitchen with some basic appliances to cook and store food.
