I get it – but in the example above, the second pic – there isn’t much that truck can do about being in the way. There’s no real alternative to getting that hose into the building, and it’s temporary albeit inconvenient.
What would be good is a reduction in the amount of sandwich boards, stand-alone advertising and excess street furniture outside shops, cafes and restaurants. Enforcement of regulations around this seems to be non-existent.
The truck could deliver its oil before 7am, during legal delivery times, perhaps?
Don’t think it’s an oil tanker, it looks more like a drainage truck – so could be an emergency.
They could raise it over the path so that people can pass under it.
That’s a Superdrain tanker and it’s sucking nasty stuff out, foul water or the like. There’s zero chance of anybody being allowed to walk under the hose for health and safety reasons. Knowing it’s probably full of other folks toilet exertions would you walk under it?
And, as pointed out above there is no alternative.
Where there’s a will there’s a way. A simple pop up frame with a protective plastic sheeting would do the job.
Its takes them about 20 min to empty most blockages, erecting a temporary structure, padding it to protect people who cant walk in a straight line, performing health and safety checks, would probably take more than an hour plus you would have to block the pavement while you take it all back down again.
