Heat shouldn’t impact the size of the adult dragonfly–in ireland the larvae of large dragonfly species can live between 3 to 5 years in the water before emerging. A heatwave therefore has a pretty limited impact on its overall lifespan.
That guy you have there is newly emerged (teneral), the wings are a bit cloudy, and the colour is dull–I think all the Irish ones are brighly coloured when fully mature. It wouild take a day or two to finish off its full adult development. He could perhaps have chosen a beter perch than a car.
