A dodgy lens Sun Halo or 22 Degree Halo over Dublin this morning.
The ring is caused by sunlight passing through ice crystals in the clouds and projecting elsewhere into the sky. And, at a certain angle (22 degrees), the halo appears.
Crystals, dude.
