Had the same thing happen to mine, not as simple as removing the wheel, the chains wrapped around the tie rod/lower control arm not sure at this stage, but I can assure you it was not as simple as removing the wheel.
Although the top link is welded to the top of the yellow triangle and a hammer or hammer and chisel would make light work of the weld holding the link to the sheet metal part of the clamp.
If the chain is around the axle that car is still going nowhere.
They now have access to remove the wheel itself, which the triangle is normally there to prevent.
I did not know that.
Bolt cutters, bring to DIY to replace link in chain, job done.
