Yes it is. It’s called Hiberno English.
No it isn’t. As said above, ‘could’ve’ is absolutely 100% fine. There’s no equivalent as Gaeilge which would make ‘Could of’ correct. In other words, we often say ‘I’m after eating my dinner’ because in Irish, the way the sentence is structured, that’s how it’s said in Irish.
‘Could of’ doesn’t have any such backing, does it? It’s just ignorance of the meaning of the contraction – people are ACTUALLY typing ‘could of’ and think it means the same as ‘could have’

Skeptical about the alleged Limerick Aphex connection – it’s on Wikipedia, but every other time I’ve seen it, it’s referenced back to Wikipedia…
