The Luas (and most other Irish projects) do not work at night on the basis that it is overall cheaper not to do so.

They also don’t work at night as it would be too loud and therefore disrupt people’s sleep. Projects have planning conditions that limit night time noise so that they basically can’t work at night. Which, except in exceptional circumstances for very short periods of time, I think is fair enough.
