Why are the taxpayers supposed to pay for the actions of builders/quarries again?

I somewhat wonder about that.
I get that the company in question has folded but surely there must be some way of going after those responsible? That they could knowingly do such a thing and then just walk away- is very wrong.

You can sue the insurance company of that company as they have insurance to cover liabilities including employee liability and customer liability
Or so I was told
I wonder why the insurance policies are not being called on and government is silent
But hey what do I know I have insurance for my business
