I would not be too concerned about the busses in the cycle lane. If the main lanes are blocked, and with Gardai present, it is likely they were directed there in order to allow traffic to flow. Unusual circumstances, calling for unusual measures.
Not having a view from behind the Luas, though, I am not clear why the main lane is not clear for traffic, so may be more to this than (currently, in this shot) meets the eye.
At least I hope that no-one is hurt
