I think that is an old Atlantean DF model, before the Bombardiers came out in the multi-green livery.
If I remember right, they still had the string across the back from the stairwell to the back that could be pulled to signal a stop.
I was once told there was a code to the bells: one bell – stop at next stop; two bells – signal from conductor to go; three bells – emergency
Not sure if true, but it makes some sense.
