I remember hearing somewhere that the spammers deliberately use bad grammar. The idea is that smart people will discount it immediately as spam, and move on, but those less smart won’t notice bad grammar and are more likely to fall for such things. Kind of weeding out the people most likely to smell a rat.
I am amused by the use in the background of US dollars while advertising Euro loans. I wonder, if the first bit I said is true ( and I could be and probably am mis-remembering it), does this try to tap into the fact that most people unconsciously accept dollars as the universal symbol of money given the heavy prevalence of US television and film?

The thing about spelling and grammar is true. When 419s were sent out with perfect spelling and grammar they were swamped with replies and it took the scammers too long to sift through them to find the suckers. By sending out emailswith bad spelling and grammar they reduce the number of replies and are more likely to get a hit form the replies.
