Apparently the reason is scale. This is a brand spanking new large scale billing and accounts system which cost a LOT of money and yet, it cannot process refunds? I find that very hard to believe.
All IT finance systems have refund functionality by default. If for example a direct debit takes the incorrect amount then the company in question must return the funds within a set period. This is basic stuff and besides, it would give some of the admin staff something to do because there won’t be a lot else until the commission comes back with its findings.

So the (London) Times belatedly thought the Hillsborough Story was one worth covering – albeit 24 hours later.
