Am presuming that is the site of what was his home given that he was an upper class Brit and that house looks like it was built withing the last few decades?
Born there would make him Irish.
He was also a British diplomat. Seeing as Ireland was under the control of Britain at the time, he could be both Irish and an ‘upper class Brit’
Wikipedia lists him as being a ‘British diplomat of Irish extraction’.

Why on earth are people permitting SF to brand the whole rising, its participants, its victims, its Exhibitions, Roger Casement even with their private logo?
If anyone caught FG or FF applying their branding to these historical figures, they’d be pilloried.
Its interesting that the SF party logo was subsequently dropped from this icon since it first appeared.

Because Sinn Fein existed in 1916 whereas all other Irish parties came afterwards. So Sinn Fein has a direct link to the 1916 Rising.

Indeed the house was built in 1927, the original Doyles Cottage site being split into the two current properties.
Through the 60’s Sinn Fein held marches from Dalkey marking the date of his execution, with a Flag Colour Party & Pipe Band, all with roads closed off and a Garda escort. Stopping at this house, a flag would be lowered to half mast and the Last Post would be played by a lone trumpet. Speeches made, wreaths laid, then on to the Town Hall in Dunlaoghaire. This annual event would attract crowds of hundreds. When Roger Casement’s remains returned to Dublin from London by special plane to Baldonnel Military Airport..24.02.1965, a flag pole was placed in the garden and the houses were floodlit for the week.The Provisional IRA emerged in December 1969 and they took over the annual event. Over the following years, the Special Branch monitored the march, with cameras noting all present and appear to have put an end to the annual commemoration.
The Casement plaque was put up by “Cuman Uaigeann Na laocrad Gaedeal” in 1941.
