As most paid parking is a ticket when you enter, and pay before leaving, I think this is unlikely, unfortunately. And if in a free parking zone, well then, hard to enforce.
I do admit that one problem faced is that most of the parking slots in car parks around the country are too small for the larger cars. Just looking at this one, if he parked between the line the car would fill the space with little to no room to open doors if other cars are parked in the next space. Does not affect me and my little runabout, but for the larger ‘full size’ cars, this is a real issue.
The Lidl in my town a few years ago redid all their parking spaces, widening them by a good foot~half meter, and the difference is notable. very few if any large cars parking over the lines.

On a side note, the actor Kunal Nayyar, who played Raj Koothrapali in The Big Bang Theory, was hated by his cast mates for exactly this problem, as he took up two of the parking slots closest to the stage door, forcing whichever cast member was last in to park further away.
