Bertie is in a state of self induced delusion. I’ve spoken with the man, he does firmly believe that everything was grand until Cowen got in. It really is fascinating how his mind has constructed a sort of reality firewall that allows him to view himself as a great public servant. Fuelled of course by a not insignificant following of sycophants who tell him so.
