No it isn’t. That is a Herring Gull and most of them have that spot on their beaks.

Tell that to child that just had it’s faced ripped off by one of these fowl creatures.
That’s part of their markings. Chicks know to peak at that spot to be fed in the nest. Every sea gull have it
