Cut back the transgressors’ rations – just one munch box per week, perhaps – then sit them up to chest height in the Canal for a few hours until a little hypothermia starts to bite. Aversion and cryogenic therapy in one.

That may be true, but it’s a very irish thing for inner city kids to have horses so it could be anyone. No licence needed, no cleaning the street after them or my favourite one you get with the scum around my area…..Not stopping for traffic lights and nearly hitting people.

It’s the council’s fault, they didn’t give the horse “owners” enough free stabling and feed.
