If this means that you’ll be allowed to buy cigs anywhere (eg restaurant / bar or heaven forfend a SPAR) rather than have to traipse miles trying to find a bar/tabac or tabac/presse that deigns to open anything other than every second mercredi between 9am and 10.39am then this is a good thing.
