      It’s simple. There’s a Garda bike chained to the railings beside a warning notice that says don’t chain bikes to the railings.

   Stand back lads, i have this one.
   Its a garda blue bike and theyre put in specific locations to deter bike theft, letting thieves know that the area is routinely and regularly monitored.
   There is plainly no need for a deterrent if nobody locks their bikes there.
   You could if you were stuck, lock yours to the blue bike though and your bike would be safe and not subject to penalty from the fence owner.
