Poor thing must have given birth overnight. She has a rope wrapped around its legs and was left in a ditch on the canal between Kylemore and Killeen Road. Phone call has been made to DSPCA.
More as we get it.
UPDATE:
Lunchtime.

I have just went past and horse and foal have just been removed from the ditch and the owner is walking up the canal with them. The DSPCA was up and said that they are in good condition and had strong words with the owner.

Heartless and depressing. Horses kept in urban environments should be confiscated. No matter your background, owners’ rights should end where the animals’ rights begin.

If nobdy responds from DSPCA you can try https://www.hungryhorseoutside.com/ or https://ihwt.ie/ or http://www.ihrp.ie/
All of these will be able to advise. That horse should be seized.
Grrrr…..
Hope they are kept and homed together.
That foal will be gone to a family for their 11 year old to run round he estate for about 100 quid.
This makes me feel physically sick. I get so upset to see the mistreatment of animals and horses seem to be a favourite of certain parts of our community. I used pass a couple of horses on the Kylemore road, just at the canal bridge, on a daily basis and they would be eating the rubbish that was strewn on the ground.. I always keep apples in the car for when I’m passing. Not to throw at the owners but to feed the horsies. Fuppers.
I have to say , Mother and foal look in great condition.
Swear down JJ ;)
‘strong words’
Should take the animals off the ‘owner’
‘strong words’ will sort it out no bother!
