Yes. Although it may at first appear that the arrows are inducing the optical illusion, they’re not. It’s the changes in colour along the circles’ rims. When you hover your thumb over a circle to block the arrows from view, the illusion works just the same.

Not the size, kind of, through some repeated starting and stopping I’ve figure out it is the tails, as I shall call them, the line of colour that extends into the other colour.
It changes according to the illusions, sometimes both outside sometimes both inside some one one side and one the other.
Thats why still works if arrow covered.
So technically the size/area does change but not in any significant way, the main block of colour is still a quarter of the circle.
