Eh – no. The EU didn’t treat him any differently to any other exporter in a 3rd. country. Same documentation and same procedures required. He just wasn’t prepared.
You can transport live lobsters etc. in specialized vehicles. It was always done by one of the Kilmore Quay companies. to France and Spain. So why isn’t he forming a co-op of sorts to address the issues? Split the costs and hire in professionals to take care of the documentation, and maybe purchase a specialized vehicle between them?
