This, like our own shenanigans- proves only one thing. That those who were pumping out the propaganda to frighten people so much that they were afraid to leave their own homes- did not believe any of it themselves.
Because if they did, if only out of self interest, they would have been adhered to the rules and regulations they demanded of others.
