Well, yes, that’s what ‘loco parentis’ more or less means. He might be guilty of overstating it slightly from the point of view of a legal definition, but it’s hard to get worked up about unless you’re trying to convince people that the other side is full of child molesters, investigations, trials and convictions occuring vastly more often on your own side to the contrary.
