Via today’s Irish Daily Mail:

A Garda team led by the Commissioner’s husband has been secretly ‘spying’ on water protesters, the Irish Daily Mail can reveal.

The special investigation unit – that operates under the codename Operation Mizen – has spent six months monitoring the protesters, compiling profiles and gathering intelligence on their whereabouts, according to sources.

By coincidence, the officer leading Operation Mizen is the same man pursuing criminal investigations against various members of the gardaí for allegedly leaking information to journalists.

Detective Superintendent Jim McGowan, the husband of Garda Commissioner Nóirín O’Sullivan, heads the team of half a dozen officers tasked with closely monitoring the water protesters and gathering intelligence on their whereabouts.

The Mail understands that the investigating officers also closely monitor social media and track the organising of the water protests and its leaders.
Dossiers on many of the ‘ringleaders’ of the protests have been compiled….

Operation Mizen is currently just Dublin-focused but it is expected to be upgraded to a national operation.

Good times.

RTÉ crime correspondent Paul Reynolds on RTÉ’s Nine News last night

In light of Noirín O’Sullivan appointment as the new Garda Commissioner, last night Mr Reynolds reported the following:

“[Her appointment] has been broadly welcomed, there has been some criticism but Noirín O’Sullivan is the first Garda Commissioner in the history of the State to be appointed to the position, following and open, public competition and she got the position through, against national and international competition and that does give her some credibility as she takes up, begins the job first thing tomorrow morning.

She’s also dealing with the criticism, as you say, by distinctly saying that it’s an advantage, that she was an insider and that she was part of senior management in the force for so long because it does mean that she knows the members. She says she knows the organisation, she knows the problems, she can implement change and she also knows the community and what they expect from a policing service. And she was also appointed to the position, in spite of reports that the abuses are continuing in the penalty point system, in spite of the new system that she introduced last June.

And she said something very interesting in relation to that point, here at the press conference tonight. She said that she’s confident that when the audits are published very soon that they will show that the system she introduced is, in fact, working. And that’s at variance with many of the reports we’ve heard over the past few weeks.“

Meanwhile, John Mooney reported in last weekend’s Sunday Times:

“An internal investigation by gardai into fresh allegations that senior officers continued to terminate penalty points in questionable circumstances is to be referred to the Garda Siochana Ombudsman Commission (GSOC). The investigation identified a few cases of gardai deleting penalty points in contravention of new regulations introduced last June to prevent abuses of the system. It also found evidence to suggest officers continued to terminate penalty points even after two garda whistleblowers revealed there had been widespread abuse of the system.

“Nóirín O’Sullivan, the interim garda commissioner, ordered an investigation last September after The Sunday Times reported an allegation by Maurice McCabe, one of the two whistleblowers, that some officers caught speeding were continuing to claim wrongly they had been using private cars on official garda business.”

“These cases are among those being referred to the GSOC, which is already running a separate investigation into the termination of penalty points. The cases could result in disciplinary hearings, demotions or the imposition of fines.”

“The delay in finalising the GSOC investigation has been attributed to labour shortages, after the agency lost a number of staff. Frances Fitzgerald, the justice minister, and O’Sullivan have promised to restore public confidence in the penalty points system. Fitzgerald has promised to publish the findings of the internal investigation once it has concluded.”

“Security sources believe the report’s publication is unlikely, given that it contains evidence that could lead to GSOC taking disciplinary or criminal proceedings against officers. “The promise to publish the full report was politically motivated,” said one security source. “The Department ofJustice will probably publish a redacted version.”

Good times.

Immigration Council of Ireland’s ‘Mothers and Daughters’ lunch invite (top) and guest speaker Noirin O’Sullivan, acting Garda Commissioner at a seminar in Farmleigh House in June.

We would like to draw your attention to the fact that the Immigrant Council of Ireland is running the “Turn Off the Red Light” (TORL) campaign, a lobby of approximately 70 organisation led by the Immigrant Council of Ireland created for the purpose of lobbying the Government to bring in new laws to ‘end prostitution and sex trafficking’ in their own words, most notably a new law to criminalise the purchase of sex between consenting adults.
For the Garda Commissioner to be guest speaker at this €100 a ticket fundraising event suggests she supports the TORL campaign.

We feel this is an entirely inappropriate political position for Garda Commissioner to have taken and would ask her to pull out of this event.
We would also like to highlight that the Immigrant Council of Ireland has repeatedly advertised this Mothers and Daughters Lunch as being an event to fundraise for “women and girls who are victims of sex trafficking and prostitution”…We suspect [following apparently no response to submitted queries to the council] the money will actually be going towards the Turn Off The Red Light campaign…

…We write this letter as an organisation that has recorded 5,565 incidents of abuse or crime against sex workers in Ireland since 2009. Sex worker victims of crime are generally accustomed to receiving no support from An Garda Síochána and it strikes us as markedly inappropriate that the Gardaí’s disinterest in crime against sex workers is matched with such keen support of a political campaign to further criminalise sex work.

From an open letter to acting Garda Commissioner Noirin O’Sullivan by Ugly Mugs, a  scheme run by sex workers “that aims to improve the safety of sex workers in Ireland and reduce crimes committed against them”.

Interim Garda Commissioner Noirín O’Sullivan speaking at the Committee on Justice, Defence and Equality on Wednesday and political correspondent for the Current Affairs Department of RTÉ, Katie Hannon on Prime Time last night.

On Wednesday, Ms O’Sullivan appeared before the justice committee and said:

“Senior Garda management are very supportive of Sgt McCabe and certainly are in contact with him on a daily basis…His local management team have been in contact with him and they’re there to support him and assist him and that’s been made very clear to him and he also has the welfare services at his disposal.”

However, last night on Prime Time, Ms Hannon revealed that what Ms O’Sullivan told the committee was untrue. She said Sgt McCabe was watching the proceedings on Wednesday afternoon at home with his family and immediately called Ms O’Sullivan’s office to tell it that what she said was untrue.

This resulted in Ms O’Sullivan phoning Sgt McCabe, accepting his version of events, and offering Sgt McCabe her full support. She told him all his allegations would be thoroughly investigated and suggested that he nominate an appropriate person to whom he could bring his allegations.

Ms Hannon  reported that the Assistant Commissioner Kieran Kenny also contacted Sgt McCabe to also offer senior management’s full support.

From her discussion with Prime Time host, David McCullagh.

David McCullagh: ” Katie we now know that the interim commissioner phoned Sgt McCabe last night: what can you tell us about what was said?”

Katie Hannon: “Well, I understand the phone call concentrated on this issue, that became quite a controversy after her appearance at the Oireachtas Committee yesterday. But whether or not senior officers had been in touch with him, in regular touch with him, to offer their support, in relation to his complaints about ongoing harassment and I understand that, after quite a brief discussion on this, that the interim commissioner accepted that what she had told the Justice Committee yesterday was in fact not the case. And we have confirmation from the Garda Press Office tonight that she has been in touch with the Oireachtas Committee to clarify that.”

McCullagh: “So the Garda Commissioner was misinformed and she, in turn, misinformed the committee which would be regarded quite a serious matter in political circles.”

…

McCullagh: “Now do we know what sort of harassment is alleged?”

Hannon: “Well, I understand that there has been a number of incidents, maybe up to a dozen, which have been the subject of complaint by Sgt McCabe, some of them are along the line of what Mick Wallace stated there: senior officers making remarks, along the lines that he ‘destroyed the force’. Junior officers being asked, during reviews, whether or not Garda McCabe had hindered them in their work and other things that might have been considered minor but, maybe in this context, not so much. Like the duty roster in his station having an extra column added for whistleblowers but I understand that the incident that was the straw that broke the camel’s back, as it were, was an incident last week where it was an operational matter that Sgt Maurice McCabe was involved in. He understood that, or realised that crucial information had been withheld from him, that put him in an invidious position with potentially serious consequences, he believed, and he found, after that, he decided that that was the last straw and I understand that that was the incident that prompted him to go on stress leave and he has been on stress leave since Monday.”

Further to this, Broadsheet understands from a source close to Sgt McCabe that the ‘operational matter’ referred to by Ms Hannon relates to an incident whereby Sgt McCabe was tasked with drawing up a road safety plan in the Midlands.

However, important information – including a Road Safety Authority report critical of a Garda proposal on the road safety plan – was deliberately withheld from Sgt McCabe.
