It does say on that webpage “…until the opening of the present Church on the original site, on October 7, 1973.”
Which would have made October 2013 the start of the Ruby Jubillee…
….and it is a year-long celebration.

It’s easy, Domestos. A paragraph on that link says:
In July 1965, the Church was destroyed by a disastrous fire. With the construction of a temporary Church on the site of our Parochial Hall, we were to continue with all Church services until the opening of the present Church on the original site, on October 7, 1973.
So, the current church was opened in October 1973, and therefore the ruby anniversary is/has being celebrated from October 2013 to October 2014.
Not too difficult, really.
The present church was opened on October 7th 1973. So the Church will be 40 years old from October 7th 2013 until Oct 6th 2014

Maybe they kicked off their jubilee celebrations last October and they have events marking that jubilee over the following 12 months.
