    I’m not good at numbers; does this mean that they’re listing a Yes vote at 90% likelihood and a No vote at 16% likelihood?

      Correct. Odds of 1/10.
      Implied probability = 1 / (10 + 1) = 1 / 11 = 9.090909091
      Multiplied then by 100 to express as a implied probability percentage of 90.90909091%
      So rounding it’s actually 91%

      With a 16.66% for a no vote, again rounding would give 17%.

        You got the right answer but multiplied by 10 not 100, easier to just use: (Numerator + demoninator)/(Numerator), presuming everyone knows .909 = 90.9%
