I’ll leave it to your dirty imaginations as to what the bloke used the tissue for.
If it was for removal of fingerprints, then s/he might want to be aware that the clampers usually photograph the car, and there’s probably CCTV of the incident.
But who is to say the owner of the car cut the clamp off?
While it is highly likely its not a certainty.
