Remember ,when injured it costs the tax payer thousands in medical treatment.
Who does most of the injuring? Register all pedestrians, too. I have seen a few misbehave.

Cyclists have accidents, so why should the tax payer be called to book, bearing the cost where insurance tax and registration fees could raise money to pay for this.
If one life is saved from this then its worth it
We all know that cycling makes you happy, so probably not the best pic to use.
