Is it parked there or is the complaint about the use of the bus lane?
I recommend the Lord Mayor walks to his next gig, crossing at least six roads with traffic lights. He will then see how many of his new cyclist buddies don’t heed the lights.
It’s a public service vehicle and allowed to use the bus lane as are taxis buses and other such vehicles. Doesn’t have to be an emergency.
