I think for the first few months they were still trying to work out what would be effective, and what would be necessary. Maybe they could have worked it out faster if there were better protocols in place for dealing with outbreaks. Whch this is presumably supposed to address.

The WHO has announced several “Global Pandemics” since it fell under the control of malevolent psychopaths like Bill Gates & his fellow Big Pharma mass-murderers but no actual pandemics occurred, so it’s not possible to have another one.

The Canadian government’s response to the trucker protest was a glimpse of this kind of targeted coercion in action.

the government cant bypass the constitution. They can however exercise legislative powers they have under the constitution to create laws and such. The fact you don’t like them doesn’t make them unconstitutional.
Emergency legislation allows them to do pretty much whatever they want.
Emergency legislation doesn’t bypass the the constitution, it supercedes or annuls the constitution while in place.
So theoretically it doesn’t infringe the constitution, because the constitution allows for it; but the constitution isn’t in force under that legislation.
Any law that clashes with the Globalist Agenda is simply ignored, John. There’s not even a pretence of observing Irish & EU laws on immigration, for example. The government just blithely ignores them.
