I may have missed something blindingly obvious but that letter seems to answer Gerardine’s question – it was used ‘to convey spoken word messages’.
Is there a suggestion that it was used for more than this ?
Having crowd control measures in place and not having to use them sounds like a successful peaceful protest all round to me.
Call me crazy here, but I think if one lives in a supposed healthy liberal democratic society, then having the police turn up to a peaceful gathering with intimidating hi-tech weaponry on display is quite a troubling sign

I’m aware that the creeping militarisation of police forces in Western nations has been going on since the advent of the unending “War on Terror” in 2001 – or maybe even before that. The BLM protests in the US was just one recent example. In the EU, France’s handling of the Yellow Vest protests and subsequent Covid protests were other stark examples in recent times. Could the Gardai eventually go the same way? I’d say so.

You’ve missed the first sentence in the Wikipedia page – one of the descriptors used for an LRAD is “sonic weapon”. Click through to “sonic weapon” page, it says:
“Extremely high-power sound waves can disrupt or destroy the eardrums of a target and cause severe pain or disorientation. This is usually sufficient to incapacitate a person. Less powerful sound waves can cause humans to experience nausea or discomfort. “

LRAD was deployed on vessels during the piracy issues a few years back off of the coat of Yemen and Somalia.
It is a very effective, non lethal weapon. It is not a loud hailer on steroids.
It would be as effective as the British army up north putting a DD cell battery ahead of rubber bullet round in crowd control situations.
That would crack ribs, snatch and grab would then pickup in a Ferret , and away for a wee chat under duress.
It is designed for use against an enemy.
Problem is we the people are the enemy, from their perspective.
