The move comes on top of a 6pc to 6.7pc increase in monthly and annual fares last March, and a 13pc increase in inter-city single and return rail fare increases the previous month.
It means that commuters who use monthly or annual taxsaver tickets will be paying as much as 16.7pc more for their journeys in just 12 months.
If the full increase of 6pc for standard rail fares is granted in coming weeks, it will bring the price of a 30-day return rail ticket from Dublin to Cork up from €77 to more than €81.

Police say CCTV footage shows Jill walking north in Sydney Road, Brunswick, just south of Hope Street, at 1.41AM.
Detective Inspector John Potter says the timing of the CCTV footage does not match with a previous assumption that Jill made a call to her brother from inside the bar.
“The mystery to the us at this point is the call to the brother was about 1:45am which is after this time (of the CCTV),”
“And there were males in the background, or voices, or something in the background that the brother could hear” Detective Inspector Potter told Derryn Hinch.
“If there was something sinister happening at that point, presumably she wouldn’t be discussing the health of her dad” he said.

‘Life’s Like This’ is an upcoming documentary by independent producer Macalla Teoranta for RTÉ Young Peoples Television – a series of ‘snapshots’ designed to offer a flavour of what life was like for the children of Ireland in the course of a single day.
That day is today.
The producers are inviting every child in the country to film a short sequence of their own choosing that represents some aspect their experience on this day: a hobby, a daily routine, a family gathering, a personal philosophy, a prank, a game, anything goes.
The snippets (which can be shot on phones or cameras) can be uploaded here and will be shortlisted and compiled in the documentary to be screened on RTÉ Two.
If you have kids or know kids, tell them.
If you yourself are a kid, pick up your damn room.
