Enda Kenny this morning

Taoiseach Enda Kenny was questioned by journalists on his way into a Cabinet meeting this morning about Irish Water.

It followed reports in de papers that the Government is considering introducing a cap of around €300 for water charges for families with adult children – €124 below the €424 charge set to be imposed on those who fail to register for the utility.

Unidentified journalist: Páraic Gallagher: “Sorry, Taoiseach, you keep saying clarity and confidence for people. Many people say they just won’t pay this. Would the Government consider getting Revenue involved and forcing people to pay?”

Enda Kenny: “The Government will obviously make its decision, a statement, next week. So it’s a case of having listened very carefully to people, having acknowledged that things were not done in our case as the way they should have been.”

Householders will begin to receive property tax assessments next week and those who don’t respond by the end of June will face stiff penalties, the Cabinet has been told.

The chairwoman of the Revenue Commissioners, Josephine Feehily (above), briefed Ministers yesterday about the operation of the new tax which has caused anxiety among Government backbenchers about the likely public reaction.

Letters will be sent to the country’s 1.6 million householders in the coming weeks giving them six options for paying the local property tax.

She expressed confidence that the Revenue would be able to get a compliance rate of 97 per cent when the system was up and running.

Well that’s just great.

The Revenue Commissioners paid almost €90 million to the management consultancy and technology services company Accenture for contract work over recent years, it has emerged.

Minister for Finance Michael Noonan told the Dáil the company had been one of a number of firms which provided IT-related work for the Revenue Commissioners in recent years. A total of 39 companies and organisations received more than €131 million between them to carry out IT-related work for the Revenue Commissioners between 2008 and 2011. Accenture received €11.69 million in 2011, €25.436 million in 2010, €22.466 million in 2009 and €28.927 million in 2008.

This morning I needed to call the PAYE offices to discuss some issues with my PPS number…So I call them at 10:30 this morning (see above) to be told that their offices are closed but to call back during office hours when their staff will be happy to deal with my enquiry…

THE CONSTRUCTION firm of Independent TD Mick Wallace has made a €2.1 million settlement with the Revenue Commissioners for under-payment of VAT.

The settlement, which arises from the failure of MJ Wallace Ltd to make full tax returns on apartment sales over a two-year period, will be published on the Revenue’s next quarterly list of tax defaulters next week.

The Wexford TD believes that none of the money will be paid to Revenue because his company is insolvent and he is not personally liable.

Regrets? He’s had a few…

“I’m going to get hammered anyway. This kind of thing is happening to builders every day of the week but I’m different because I’m in the Dáil.” What he did was wrong but he wasn’t in a position to undo it now, he said.

Addressing the Oireachtas Finance Committee, Josephine Feehily (above), said they had caused confusion and distress to some people, and she was extremely sorry for that.

However, Ms Feehily insisted the Revenue only wants to collect the correct amount of tax – no more, and no less.

Ms Feehily said they had to “move quickly” when they became aware that a large number of pensioners had either not declared their State pension or had under-reported it.

She said the Revenue had to correct the situation for the current tax year, and the lack of time became their “undoing”.

She said they were not able to implement changes with the standard of service they would have liked, and again apologised for that.
