The Government is ‘aiming’ to have legislation which will stop unvaccinated people from eating and drinking inside bars and restaurants ‘passed by the Dáil and Seanad before the end of the week’.

Via RTÉ:

After the bill, which amends the 1947 Public Health Act, passes in the Seanad, most likely on Friday night, it will go the President to be signed.

Once the bill is signed by President Michael D Higgins, the new system will come into operation.

It is expected the President could sign the legislation sometime during the week beginning Monday, 19 July and before Friday, 23 July.

However, the President can consult with the Council of State and ultimately refer a bill to the Supreme Court if he feels it conflicts with the Constitution.

‘ICCL has opposed the idea of vaccine passports since they were first mooted in early 2021. A system of vaccine passports for access to goods and services will discriminate against people on the grounds of health status.

Such a system would also set a precedent of requiring people to share private medical data to gain access to services…

…Up until less than two weeks ago, the Government also agreed that these human rights and civil liberties concerns were too serious to consider introducing vaccine passes. The idea that allowing indoor dining and drinking this month is so urgent that these concerns should now be dispensed with – via emergency legislation and without meaningful debate – is frankly incredible.’

ICCL’s Executive Director Liam Herrick said:

“We cannot set a precedent whereby government can declare that problems with its own re-opening timetable constitute some sort of parliamentary emergency, which would justify ignoring serious and complex issues of workers’ rights, equality law, privacy, and data protection. Human rights law is there to protect us all. We cannot dispense with it when faced with political dilemmas.”

The Government is continuing to work on legislation to allow people who are fully vaccinated against Covid-19 to eat and drink inside restaurants and bars.

A bill to amend the 1947 Public Health Act is set to go before the Dáil and Seanad next week.

It is understood that 26 July, rather than 19 July, is viewed as a realistic date to reopen indoor hospitality under the proposed new system.

The measures in the bill would effectively expire once the population was vaccinated.

The Government is hoping there will be all-party agreement on the bill to get sectors opened in accordance with public health advice.

Seems perfectly legal and sensible.

Dionne Gesink, a professor of epidemiology at University of Toronto’s Dalla Lana School of Public Health recommends daters be selective about meeting up with potential paramours.

However, Gesink advises against subjecting matches to a pre-date intake form of personal health questions. Rather, she encourages people to broach conversations about COVID-19 prevention and vaccination as part of the “getting to know you” process.

“You might want to approach it from a more philosophical view of, where do you stand on this stuff,” she says. “That will give you a lot more information … and a better sense of the person.”

“Our social activity measure has recorded increases in multiple forms of social activity — there are more people going to work, more visits to homes, individuals meeting with more people from outside their household, and higher numbers of close contacts.

“This is to be expected as restrictions lift. However, the data also reveal that these increases are much stronger among people who have been vaccinated.

Most people who are not yet vaccinated are continuing to be cautious. Our data are consistent with the majority of people waiting until they are vaccinated before increasing their activity again.”
