The Irish Sun can reveal Senior Counsel Diarmuid Rossa Phelan, in his 50s, is being questioned in connection with the shooting.

He is a fellow of Trinity College and of the European Law Institute. He is also a member of the Board of Trinity and was Chair of the Fellows at the facility until 2018.

We understand ­Phelan raised concerns about ­trespassers on his land with cops in recent weeks. It led him to erecting more signs since the start of the year warning people to keep off his property.

We can also reveal the leading legal eagle had numerous firearms licences for various weapons at his home in ­Tallaght.

One theory is that Keith may have been struck by mistake when Phelan fired warning shots after noticing his dog on his land.

Phelan could be hit with reckless discharge of a firearm or more serious charges.

The Canadian federal government has lifted the Emergencies Act but questions remain about what might be the long-term effects of invoking such extraordinary measures to quell protests.

The financial measures carried out under the act, which included directing banks to freeze some protesters’ accounts, have been a particular target for criticism and one watcher warns the damage done will linger long after the initial protests are finished.

Financial intelligence expert Kim Manchester says that banks will likely keep tracking those individuals flagged by the RCMP and their names could end up on private-sector third-party databases that banks rely on to mitigate anti-money laundering and terrorist financing.

Banks and other financial institutions were also directed to look into whether any clients seemed to be supporting the protests, and those monitoring actions could well continue, he said.

On a larger scale, Manchester says that the actions set a dangerous precedent of how government decides to go after protests, and leaves open the door to using the same tactics in the future.

He says allies will also be watching how the federal government used Fintrac and compare the actions against the protesters to the relatively few resources directed to financial crime generally.

We have unveiled details of the emerging preferred option for DART+ Coastal North, the latest phase of the transformative DART+ Programme, which will dramatically increase train service frequency and capacity in the Greater Dublin Area.

DART+ Coastal North will extend the DART from Malahide to Drogheda with an increased and improved electrified network, and allow more trains to run, and more commuters switch to public transport, between Drogheda and Dublin City Centre, including Howth to Howth Junction.

Meanwhile, it promises to deliver:

A more than doubling of service and passenger capacity from Drogheda to the city centre by increasing the number of trains from 11 to 24 and capacity for commuters from 12500 – 26600 per 3 hour peak period.
